The annual International Digital Broadcasting Forum in Ukraine organised by the Independent Association of Broadcasters and Industrial Television Committee in Kyiv in September was the third of its kind held since 2007 to kick-start digital reform and the transformation to digital TV in Ukraine.
Digital broadcasting is a more efficient way of transmitting sound and pictures and also adds pluralism to the electronic media market by widening the technical options available. Leading Ukrainian and international media experts, government representatives and civil society, TV companies and potential investors discussed the legal regulation involved in introducing digital TV, awareness campaigns around digital broadcasting, and ensuring a smooth switchover period from analogue to digital TV through enhanced cooperation between media actors and the use of alternative technologies.
According to Kateryna Kotenko, Director of the Industrial Television Committee, discussions focused on both industry and viewers’ perspectives such as the cost of switchover for viewers and the TV stations, the prospective changes for the media environment and industry, etc.
According to a news report published earlier this year from the Ukrainian news agency UKRINFORM, the Ukrainian President Viktor Yuschenko is reported to have said that the country must complete the transition to digital broadcasting by 2012.
- Undoubtedly, this year’s Forum has fulfilled its main objective – it became a real platform for communication and dialogue, said Kateryna M’yasnykova, Executive Director of the Independent Association of Broadcasters who co-organised the conference.
- It is extremely important that this year, for the first time, public institutions were actively involved in discussions and representatives of all public authorities in charge of digitalisation participated in the event. We hope that by consolidating the efforts of industry, state and civil society as done during the Forum, they will be further developed and we will thus be able to discuss the outcomes at next year’s Forum, she concluded.
By supporting the annual gathering of Ukrainian and international media experts to discuss digital broadcasting, IMS aims to further the country’s transformation to digital broadcasting which will improve its media environment and benefit viewers. More TV and radio services can be broadcast through digital broadcasting and reception problems like ghosting, which affects some analogue viewers in built-up areas, will not be an issue for digital viewers because the digital signal is delivered more efficiently.
