In 2007 IMS hosted a conference on press freedom in post-conflict situations which set out to pose tough questions: Should advocates of media freedom stand on principles or pragmatism? Are media development actors too dogmatic about freedom of expression, applying it unyieldingly in circumstances where more nuanced approaches are needed? This report is an account of the views presented at the conference. It builds on the principles and challenges presented in the report "Voices of War", published by IMS in 2004.
